Resource gathering is done by way of a gathering skill which can be learned from Peeki or Foroni in Thrace City or Sable City. In order to gather a resource, you must have learned a resource gathering skill by either of the above NPCs AND have a resource gathering tool. The cost for learning a gathering skill is dependent upon your level and for the most part, the decision of your gathering skill is meant to be permanent. However, for a few ThreshCredits you can unlearn your current gathering skill and choose a new one.
