Lord Corlain Halbric is the High Judicant of the Crown and King Borgia's chief legal expert and scholar.
He advises the King on matters of law and has the authority and duty to speak on behalf of the King when instructed.
Sometimes he speaks unofficially for the King to give citizens a chance to modify and improve their behavior before severe consequences are required. This is all part of what a good, just, and kindly ruler King Borgia truly is for his people.
